Hallandale Beach Passes Condominium & HOA Reform Legislation (The 1st City To Do So In Florida)

On June 3rd of 2020 - the City of Hallandale Beach passed its final reading of the Condominium and HOA Transparency Act. Sponsored by Commissioner Anabelle Lima-Taub. With the help of former Florida State Representative Julio Robaina, both condo law reform law makers worked on legislation that would tackle transparency complaints by condo owners denied access to their respective association's documents. Now in Hallandale Beach condominiums, HOAs and Co-Ops must register with the City annually and the public can easily access documents.

Anti-Semitic Attack (Man Hurls Feces at Hallandale Beach Chabad Center)


 


Amid a concerning rise in antisemitic incidents in the last few years, the Chabad center in my City of Hallandale Beach was victimized by a  man who dumped a bag of human feces and hurled expletives targeting members of the Orthodox Jewish community.

In response I reached out to the media as this vile anti-Semite returned to the Chabad Center several times. Armed with video I called on the local media to cover this story. Ultimately due to the media coverage this man was apprehended by police and arrested.

Hallandale Beach Commissioner Anabelle Lima-Taub, who was born in Israel, told WSVN she proposed the creation of a hate crime task force to help deal with incidents against marginalized groups.

"It seems that every time there is an uprising, or a situation globally or nationally, easily identifiable members of our religious community, specifically the Orthodox Jewish community, are a target," she said.

Anabelle Lima-Taub Joins Beagle Freedom Project to Condemn Dr. Fauci and NIH On Its Cruel Testing on Beagles Via a Resolution

 


HALLANDALE BEACH COMMISSIONER ANABELLE TAUB-LIMA PASSES RESOLUTION IN SUPPORT OF BEAGLE FREEDOM PROJECT CALLING ON DR. FAUCI & THE NATIONAL INSTITUTE OF HEALTH TO END CRUEL LABORATORY TESTING ON BEAGLES AND ANIMALS

On November 17, 2021, the Hallandale Beach City Commission voted 5-0 demanding that Dr. Anthony Fauci and the National Institute of Health, immediately cease the use of animal research, end funding of those using animals, and release those animals who are currently in laboratories to the Beagle Freedom Project. On October 26, 2021, Shannon Keith, President and founder of the Beagle Freedom Project, a nonprofit 501(c)(3) animal advocacy and rescue organization based in the United States, wrote a letter calling Dr. Anthony Fauci and the National Institute of Health to immediately stop funding any research that uses animals, particularly beagles and release those animals who are currently in laboratories to the Beagle Freedom Project. Commissioner Anabelle Taub-Lima said: "As a city council lawmaker I am deeply committed to animal welfare. This is why last night I sponsored (and passed) a resolution in support of Shannon Keith and the Beagle Freedom Project in calling out Dr. Anthony Fauci and the NIH to demand the end of torturous laboratory testing on beagles and animals. Anabelle Taub-Lima Sponsors Resolution Urging John Thrasher to Remove Student Government Leader w/ A History of Anti Jewish Hate Speech

The Hallandale Beach City Commission voted unanimously late Wednesday to adopt a resolution that both condemns SGA Senate President history of anti-semitic social media posts and calls upon Thrasher to remove him.

The resolution, sponsored by Commissioner Anabelle Lima-Taub.

“Jewish FSU students feel unsupported and I want them to feel supported,” Lima-Taub said. “They feel abandoned by the FSU administration.”

Hallandale Beach (FL) The First City in Florida to Pass Condo Law Reform Ordinance

 


The year 2020 and 2021 were good years for the residents of Hallandale Beach. With the help of former State Representative Julio Robaina - I am incredibly proud to share that I sponsored the Condominium, HOA & Co-Op Transparency Act. This ordinance was adopted in 2020 with amendments in 2021.

This is the first legislation in Florida providing transparency for condo owners left behind by lax state laws.

I have hosted several meetings with law makers specific to condo law reform. The above video is the first of several sessions.

VIRTUAL TOWN HALL MEETING HOSTED BY HALLANDALE BEACH COMMISSIONER ANABELLE TAUB-LIMA

Meet the Office of the Florida Condominium Ombudsman Spencer Hennings, Esq., Senator Ana Maria Rodriguez and former State Representative Julio Robaina.

Many of condo unit owners questions were answered tonight. There will be 3 more weekly (Tuesday evenings from 6:30-8:00 p.m.) meetings where many of your concerns will be addressed.


Also discussed tonight were proposed policies I am sponsoring at our commission meeting tomorrow:
1. An amendment to the Condominium & HOA Transparency Act: I am proposing that associations will also be required to register on an annual basis the date of the original building certification, the status of recertification, whereby associations will need to indicate if the recertification inspection is in the process or past due. In addition I am proposing that a copy of any report of a professional engineer or architect concerning the structural, electrical or life safety conditions of a building within the control of the association issued within the previous year be registered with the City.

2. REDUCE RECERTIFICATION INSPECTIONS TO EVERY 5 YEARS!
I am also sponsoring a resolution urging the Broward Board of Rules and Appeals to require more frequent safety inspections of condominiums. I am calling on inspections to put buildings on notice of future repairs and allow a more reasonable time to accumulate the necessary funds and protect lives!

3. I am sponsoring a resolution whereby I am calling on prevention vs. condemnation! This resolution urges the Florida State legislature to mandate 5-year building safety inspections of condominiums and require that reserves be maintained to address anticipated repairs.

I will keep you updated on whether or not the above policies I am sponsoring pass. The commission meeting will be held tomorrow, 8/4/2021 at 5:30 p.m.

I am a real estate broker-associate and former EMT-Paramedic. I was elected to the Hallandale Beach Commission on November 8, 2016, and re-elected for a second term on November 6,  2020. 

During my tenure on the commission, I have worked tirelessly to combat one of the most prevalent issues in South Florida - condominium and HOA accountability and fraud. On June 3, 2021, with the assistance of former State Representative Julio Robaina, 

I successfully sponsored and passed the Condominium and HOA Transparency Act with the help of former State Representative Julio Robaina. In 2021  This is the first condo reform legislation of its kind in the State of Florida. I have proposed some updates to the ordinance both before the Champlain Tower catastrophe and after (to include a mandate that inspection and engineering reports be furnished to the City of Hallandale Beach). 

I am incredibly proud that this legislation is the first of its kind aimed to hold Hallandale Beach condo board members, associations, and property managers accountable and transparent.

I am an ardent supporter of the first responder and law enforcement community. Most notably during my first 5 years as a City Commissioner I have sponsored and passed legislation and resolutions combatting the hateful BDS movement as well as fighting anti-Semitism and other humanitarian violations - as well as condemning the totalitarian communist Castro (in Cuba) and Maduro (in Venezuela) regimes.

I am a proud mom to rescue dogs and the wife of an honorable law enforcement retired Miami-Dade Police lieutenant.
